The first Web page was published on August 6, 1991 by British computer scientist Tim Berners-Lee. Before publishing the page, Berners-Lee developed HTML (hypertext mark-up language), the international language of the Web, and HTTP (hypertext transfer protocol), a method of linking documents across computers.

Berners-Lee was under the impression that the World Wide Web would serve primarily academic purposes.
